From innocuous posters to a massive terror plot: How Srinagar SSP cracked multi-state JeM network behind Delhi blast
Srinagar/Delhi/IBNS: In mid-October, Srinagar witnessed what initially seemed like a minor incident—Jaish-e-Mohammed (JeM) posters threatening attacks on security forces appeared overnight in Nowgam.
Though such posters were once common before 2019, their sudden re-emergence raised immediate concern for Dr G.V. Sundeep Chakravarthy, the Senior Superintendent of Police (SSP) Srinagar.
A 2014-batch IPS officer known for his tactical precision, Dr Chakravarthy didn’t take the incident lightly.
His instincts told him it was more than propaganda.
Having earlier led the J&K Police’s role in Operation Mahadev, which neutralised the three Pahalgam attackers, he was well aware of how small leads can uncover major threats.
Acting swiftly, he ordered an extensive probe into the source of the posters — a decision that would soon unravel one of the biggest terror modules in recent years.
The investigation that changed everything
CCTV footage in Nowgam identified three suspects with previous stone-pelting records.
Their interrogation led to startling revelations — the existence of an inter-state terror network spanning Jammu and Kashmir, Haryana, and Uttar Pradesh.
The operation exposed a sophisticated Jaish-e-Mohammed module involving multiple operatives, including several Kashmiri doctors.
As the investigation progressed, the team recovered over 2,900 kg of explosives, bomb-making materials, and AK-series rifles — making it one of the largest counter-terror breakthroughs in recent memory.
From medicine to policing: The journey of a strategist
Born in Kurnool, Andhra Pradesh, G.V. Sundeep Chakravarthy hails from a family devoted to public service.
His father, Dr G.V. Rama Gopal Rao, served as a Resident Medical Officer, while his mother, P.C. Rangamma, worked in the Health Department.
An alumnus of Kurnool Medical College, Dr Chakravarthy graduated in medicine in 2010 and briefly practised before choosing to serve the nation differently — joining the Indian Police Service (IPS) in 2014.
Key postings in J&K
Throughout his career, Dr G.V. Sundeep Chakravarthy has served in some of the most challenging and strategically important positions across Jammu and Kashmir.
He has led operations in volatile areas as SDPO Uri and Sopore, coordinated major counter-terror missions as SP Operations Baramulla, and handled complex law-and-order situations during his tenures as SP South Srinagar, SP Handwara, SSP Kupwara, SSP Kulgam, and SSP Anantnag.
As AIG (CIV) at the Police Headquarters, he was responsible for maintaining internal discipline and vigilance within the force.
Since April 2025, he has been serving as SSP Srinagar, one of the most critical command postings in the Valley.
The operations specialist
Within the J&K Police, Dr Chakravarthy is often called the “Operations Specialist.” His approach blends meticulous groundwork with swift, precise execution.
In the Nowgam poster case, he personally reviewed evidence, supervised interrogations, and directed teams across states.
The probe led to the arrest of Maulvi Irfan Ahmad, whose questioning unveiled the core of a multi-state Jaish-e-Mohammed network.
Under his leadership, the police recovered 2,921 kg of explosives, arrested multiple doctors posing as civilians in Faridabad, and traced connections to Pakistan-based handlers.
This breakthrough was later linked directly to the Red Fort blast case, where nine lives were lost.
