Govt mulls tunnel between Leh and Pangong Lake to bolster defence logistics on Indo-China border: Report
New Delhi: The government is exploring options for constructing a 7-8 km twin-tube tunnel through the Kela Pass, a proposal made by the Ladakh Union Territory administration, according to a report by The Times of India (TOI).

The tunnel aims to ensure smoother travel and enhanced military movement between Leh and Pangong Lake.
TOI reports that the Ministry of Home Affairs held meetings on the proposal this week.
The project, estimated to cost around Rs 6,000 crore, is described as challenging and expensive.
"It's a tough and high-cost project. A call is likely to be taken soon. It's a strategic road and will reduce the travel time from Leh to Pangong substantially. The project is at a very nascent stage," a source was quoted as saying.
Discussions are ongoing to determine whether the Border Roads Organisation (BRO) or the National Highway and Infrastructure Development Corporation (NHIDCL) under the Ministry of Road Transport and Highways will undertake the construction.
The tunnel is expected to provide all-weather connectivity at this critical altitude.
At 18,600 feet above mean sea level, Ke la Pass is India's highest motorable pass, connecting Leh with Pangong Lake.
The Ladakh administration had first highlighted the need for tunnels at four key passes—Khardung La, Fotu La, Namika La, and Kela—in 2022 to improve connectivity for tourism, economic activities, and defence logistics.
