Imphal: The Centre has appointed senior IPS officer Mukesh Singh as the new Director General of Police (DGP) of Manipur following the transfer of incumbent police Chief Rajiv Singh to the Cabinet Secretariat as Secretary (Security).
According to an official order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet (ACC) approved Mukesh Singh’s inter-cadre deputation to Manipur for a period of three years. The decision was based on a proposal submitted by the Ministry of Home Affairs on May 15, 2026.
Mukesh Singh, a 1996-batch IPS officer of the AGMUT cadre, is currently serving as the DGP of Ladakh. A Civil Engineering graduate from Indian Institute of Technology Delhi, he took charge as Ladakh’s police chief on January 15, 2026.
During his career, Mukesh Singh handled several sensitive assignments in Jammu and Kashmir, serving as Superintendent of Police in Reasi, Pulwama, Poonch and Jammu during periods marked by militancy and insurgency-related operations.
In a separate order, the ACC approved the appointment of Rajiv Singh as Secretary (Security) in the Cabinet Secretariat. Rajiv Singh, a 1993-batch IPS officer of the Tripura cadre, has been serving as Manipur DGP since June 1, 2023.
Before his posting in Manipur, Rajiv Singh served as Additional Director General of Police in Tripura and later as Inspector General (Operations) at the Central Reserve Police Force headquarters in New Delhi.
He assumed charge as the Manipur police chief during one of the most challenging phases in the state following the outbreak of ethnic violence on May 3, 2023. The unrest began after a “Tribal Solidarity March” organised in the hill districts protesting the Meitei community’s demand for Scheduled Tribe status.
The prolonged ethnic conflict has claimed at least 260 lives, displaced thousands of people and severely disrupted normal life across the state. The situation also led to the imposition of President’s Rule in Manipur from February 13, 2025, which was revoked on February 4 this year ahead of the formation of a new BJP-led government.
Subsequently, BJP-led NDA legislature party leader Yumnam Khemchand Singh was sworn in as the Chief Minister of Manipur.
Officials said the appointment of a new DGP is significant as the state government and security agencies continue efforts to restore peace, normalcy and law and order in the violence-affected state.
