The visiting Prime Minister arrived in the national capital earlier in the day on a five-day official visit to India at PM Modi's invitation.
This is the first overseas visit of the Bhutanese PM after he assumed office in January.
The Bhutan PM is accompanied by the Foreign Affairs and External Trade Minister, Energy and Natural Resources Minister, Industry, Commerce and Employment Minister, and senior officials from the Royal Government of Bhutan.
The External Affairs Minister and other Indian dignitaries will call on the Prime Minister of Bhutan.
Prime Minister Tshering Tobgay will also visit Mumbai.
Earlier, in a statement the Ministry of External Affairs said, "India and Bhutan enjoy exemplary ties of friendship and cooperation, based on trust, goodwill and mutual understanding at all levels."
"The visit of the Prime Minister of Bhutan will provide an opportunity to the two sides to review the progress in our unique partnership and to discuss ways and means to expand the enduring ties of friendship and cooperation between India and Bhutan," the Ministry said.
