THRC imposed fine to SDPO for misconduct, violating norms
The arbitrary incident of a scuffle that occurred at Abhoynagar in Agartala on January 25, 2024, triggered widespread tension and resentment in the locality for assaulting a local doctor led by Police Officer (SDPO) Prasun Kanti Tripura and after hearing and investigating , the Tripura Human Rights Commission (THRC) imposed a monetary penalty of Rs. 25,000 to be initially paid by the Police Department to the victim as compensation and which should be recovered from his salary
THRC found authenticity in the complaint filed by Binoy Debnath, father of Dr Kaushik Debath of Abhoyngar of Agartala against the TPS Officer and the then SDPO(Amtali) Prasun Kanti Tripura.
The THRO also ordered to draw up a DP (Departmental Proceedings) against him for his utter misconduct and to implement the Commission’s recommendations within one month from the date of receipt of the communication by the order passed by Commission comprising its Chairperson Justice (Rtd) S C Das, Member Udit Chowdhuri and B K Roy, Member on Friday.
On January 25th, the victim's father filed a complaint in Tripura Human Rights Commission (THRC ) seeking justice for the arbitrary attack on Dr. Kaushik by Police Officer Prasun Kanti Tripura and his group. In disposing of the complaint filed by Binor Debnath, father of Dr. Kaushik Debnath of Abhoynagar, Agartala vide Complaint No-11/2024 seeking justice to Tripura Human Right Commission (THRC) against unscrupulous behavior from Prasun Kanti Tripura, then SDPO, Amtali, the THRC found accused Police Officer as guilty for his mischievous act and directed the Police Department to draw a DP against him with a monetary penalty of Rs.25 thousand which is enforceable within 30 days.
The commission found Prasun Kanti Tripura, former SDPO of Amtali had misused his official position and became a member of unlawful assembly and came to Abhoynagar to cause hurt to Dr. Kaushik Debnath without taking permission from his higher authority to leave his place of posting and thus violated service conduct Rules. The THRC recommended a compensation of Rs 25,000 to be paid to the injured Dr. Kaushik Debnath and this amount shall be paid by the Home Department of Tripura and the Department may realize the same from the salary of Prasun for his utter misconduct. The Commission also recommended drawing an appropriate Departmental Proceeding against him for leaving his workplace unauthorized and being a member of unlawful assembly participating in a criminal offense of causing grievous hurt to the victim. The recommendation should be executed within 30 days.
